In fact, only Singapore, USA, Lithuania, and Switzerland score higher than UAE. The latter has one of the most vibrant and advanced crypto market in the world.
UAE’s success is backed by its clear and visionary regulatory approach. The country has adopted a robust anti-money laundering regime, a license regime for crypto firms, and rules for tokenized assets. This regulatory structure helps instill trust among investors, companies, and users. This, rather than stunting innovation, has encouraged growth by providing crypto businesses with stability to develop.
Dubai is at the forefront of the UAE crypto revolution. Dubai is starting to emerge as an international hub for tokenizing assets and blockchain-based settlement networks. With supportive policies and a strong talent ecosystem, Dubai now connects digital finance flows between Asia, Europe, and Africa. This policy-first model has attracted global exchanges, startups, and financial institutions.
Crypto adoption in the UAE is not limited to institutions. The report points to high user penetration rates, driven partly by remittance needs and cross-border transactions. The report describes MENA as a ‘hybrid region,’ blending institutional leadership with innovation driven by economic need.

By combining ambitious policies with widespread user participation, the country has positioned itself as a long-term leader in the global crypto landscape.
